Israel has launched attacks on the Freedom Flotilla Coalition‘s humanitarian vessel Handala in international waters on Saturday, abducting 21 unarmed civilians aboard the ship carrying aid to Gaza. The military operation occurred approximately 40 nautical miles (nm) from Gaza at 11.43am Palestine time on July 26th, when Israel severed communications with the vessel and seized control of the ship carrying baby formula, medical supplies, and food for Palestinians facing systematic starvation.
The Freedom Flotilla Coalition confirmed that Israeli forces boarded the civilian vessel in clear violation of international maritime law.
“The unarmed boat was carrying life-saving supplies when it was boarded by Israeli forces, its passengers abducted, and its cargo seized,” the organisation stated. “The interception occurred in international waters outside Palestinian territorial waters off Gaza, in violation of international maritime law,” it added.
According to maritime traffic information, the ship, named NAVARN (mmsi=232061752), was 55nm away from Gaza and would have reached there by July 27th.

International crew represents 12 countries
The intercepted vessel carried 21 civilians from 12 countries, including parliamentarians, journalists, labour organisers, and human rights defenders. Among those aboard were French Member of European Parliament Emma Fourreau, “Amazon Labor Union” founder Christian Smalls, and 70-year-old Norwegian activist Vigdis Bjorvand.
French parliamentarian Gabrielle Cathala and human rights attorney Huwaida Arraf joined the mission alongside journalists Mohamed El Bakkali from Al Jazeera and Waad Al Musa, an Iraqi-American cameraman. The diverse crew included Jewish-American activists Jacob Berger and Bob Suberi, demonstrating broad international support for challenging the Gaza blockade.
The attack on the Handala represents the third time this year that Israel has targeted Freedom Flotilla missions attempting to deliver humanitarian aid to Gaza. Israeli forces previously drone-bombed the civilian ship Conscience in European waters during May, injuring four people and disabling the vessel. In June, military personnel illegally seized the Madleen, abducting 12 civilians, including Swedish climate activist Greta Thunberg and a Member of the European Parliament Rima Hassan.
Early warning signs before Israel attacks Handala
Hours before the final interception, human rights defender Huwaida Arraf issued urgent warnings about approaching Israeli vessels.
“At 08:46 local time, human rights defender Huwaida Arraf aboard the Handala issued an urgent update: Two vessels believed to be an Israeli military craft is currently very close to the Handala (sic),” the Freedom Flotilla Coalition reported.
The crew attempted to contact Israeli naval forces through standard maritime communication channels but received no response.
“Repeated attempts were made to contact the Israeli Navy via VHF channel 16, but no response has been received,” Arraf reported from the vessel.
Recognising the escalating threat, the crew altered course toward Egyptian coastal waters while preparing for potential confrontation.
“As a precaution, the Handala has altered its course due south, toward the Egyptian coast and contiguous zone. The crew has sounded the onboard alarm and is preparing for potential escalation,” the organisation had stated earlier.
Israel seizes humanitarian cargo
Israel’s attack on the Handala resulted in the seizure of critical humanitarian supplies destined for Gaza’s besieged population.
“Handala carried a shipment of critical humanitarian aid for Palestinians in Gaza, including baby formula, diapers, food, and medicine,” the Freedom Flotilla Coalition confirmed.
“All cargo was non-military, civilian, and intended for direct distribution to a population facing deliberate starvation and medical collapse under Israel’s illegal blockade,” it added.
The interception occurred as Gaza faces an unprecedented humanitarian crisis following 21 months of Israeli bombardment and siege. Palestinian civilians have been cut off from adequate food, medical supplies, and basic necessities while international aid delivery remains severely restricted.
Systematic violations
The assault on the Handala continues Israel’s systematic targeting of humanitarian missions attempting to reach Gaza. Ann Wright, a member of the Freedom Flotilla’s steering committee, emphasised the legal implications of the interception. “Israel has no legal authority to detain international civilians aboard the Handala,” Ms Wright stated. “This is not a matter of internal Israeli jurisdiction. These are foreign nationals operating under international law in international waters. Their detention is arbitrary, unlawful, and must end,” she added.
Israeli forces have consistently ignored the International Court of Justice’s binding orders requiring facilitation of humanitarian access to Gaza.
The Freedom Flotilla Coalition noted that “Israeli officials have ignored the International Court of Justice’s binding orders that require the facilitation of humanitarian access to Gaza. The continued attacks on peaceful civilian missions represent a grave violation of international law.”
Activists prepare for detention resistance
Prior to their abduction, crew members aboard the Handala declared their intention to resist Israeli detention through hunger strikes. “Shortly before their abduction, the Handala’s crew affirmed that they would be hunger-striking if detained by Israeli forces and not accepting any food from the Israeli Occupation Forces,” the Freedom Flotilla Coalition informed.
This commitment to non-violent resistance reflects the activists’ determination to maintain pressure on Israeli authorities while highlighting the illegal nature of their detention. The hunger strike pledge demonstrates the crew’s preparation for the consequences of challenging Israel’s blockade through direct action.
European leaders’ silence amid maritime violations
The interception of the Handala occurred while European leaders proposed Palestinian statehood recognition contingent on disarmament conditions. French, British, and German officials have agreed to support Palestinian state recognition provided Palestine accepts demilitarised status, yet these same leaders remain silent regarding Israel’s gross violations of international maritime law.
This selective application of international legal standards highlights European complicity in maintaining Israeli impunity while demanding Palestinian compliance with restrictive conditions. The contrast between European concern for Israeli security and indifference to Palestinian rights becomes particularly stark when humanitarian vessels face military attack in international waters.
International legal framework violated
Israel’s attack on the Handala violates multiple principles of international maritime law governing civilian vessels in international waters. The interception occurred well outside Palestinian territorial waters, placing the operation clearly within international jurisdiction where military interference with civilian shipping constitutes illegal aggression.
The systematic nature of Israeli attacks on Freedom Flotilla missions establishes a pattern of deliberate policy rather than isolated incidents. Military forces have repeatedly intercepted humanitarian vessels, abducted international activists, and seized civilian cargo while operating beyond any legitimate legal authority.
Broader context
The humanitarian crisis motivating the Handala mission reflects systematic Israeli policies designed to maintain control over Palestinian civilian populations. Gaza faces deliberate starvation as Israeli forces prevent adequate food, medical supplies, and basic necessities from reaching the territory’s two million residents.
International humanitarian organisations have documented the manufactured nature of Gaza’s crisis, noting that Israeli restrictions, rather than natural scarcity, create shortages of essential supplies. The Freedom Flotilla missions represent attempts to challenge these policies through direct delivery of humanitarian assistance.
International community response required
The abduction of international activists aboard the Handala demands an immediate response from governments whose citizens face illegal detention by Israeli forces. Citizens from 12 countries aboard the humanitarian vessel include elected officials, journalists, and prominent human rights defenders whose detention violates diplomatic protocols and international law.
The systematic targeting of humanitarian missions requires coordinated international pressure to ensure accountability for maritime law violations. Previous incidents involving Freedom Flotilla vessels have demonstrated Israeli willingness to attack civilian ships with impunity, suggesting that stronger deterrent measures are necessary to protect humanitarian operations.
The interception of the Handala represents more than an isolated incident of maritime aggression. It exemplifies systematic Israeli policies designed to maintain the Gaza siege through violence against international humanitarian efforts while operating beyond legal constraints that govern civilised maritime conduct.
